As far as the musicinveins scammer goes, protect yourselves by adding his older accounts listed in this thread to your ebay blocked bidder's list. This way, you can be protected in the event that he actually does pay for something and you don't want to risk being scammed.

I saw three red flags and reacted too quickly and harshly about it. My mistake completely. Sorry for the mistake everyone, pretty irritated at this scammer and was only trying to help.

Sadly, I have had a few negative experiences with Asbestos customer service. I feel as if my emails are avoided until I have opened a case through Paypal. Suddenly I receive a response within MINUTES!

You can report buyers for bidding/buying with new accounts if their old account is on your blocked bidder list. According to Ebay Policy on Malicious Buying: "You can't use another account to buy or bid on an item if you're on a seller's blocked bidder or buyer list."
