Its just a guess but those licensing terms might have an expiration date and considering it was about 20 years ago now, maybe that expired and they might have to renegotiate in order to remanufacture physical media of the recordings again. There are many stipulations peppered all about the whole record manufacturing industry processes but at any rate, I'm just guessing here.
