question about ebay withholding paypal funds

i heard that ebay withholds your paypal funds until the buyer leaves you postive feedback. is this true for only the first few times you sell something ever, just have 0 feedback as a seller or have 0 feedback total? if someone could clarify what ebay's policy is on this i would appreciate it.

I've never had it happen, but that sounds stupid since no one seems to leave feedback anymore.

Mine is only 170, but I have not sold anything for more than $50 in probably a little over a year.
