Take a lighter and hold the flame closely to the hole long enough to make the pvc plyable. if the label starts to bubble up you've held it there too long. once nice and toasty, place the record back on the spindle. That should do the trick

if that doesnt work you can try sticking it in the oven first to loosten it up a bit
