1) No not yet. They said they probably wont have those until after the shows. 2) Because it's rare and kids love to collect rare records. Of course with 800 of them now, it's less rare but still. Plus, it's the first listen to the new HWM retrospective. Yeah, I get that it's rare, but you, and this isn't meant to be a personal attack so really I mean who ever, was not there, so why should you, again not really you, get a momento for an event you didn't attend.

Did people already get the ones pre-ordered from No Idea (i.e. NOT the tour version) in the mail? Also, can I just ask why if someone who didn't go to any of the shows might want a tour edition?

At the No Idea sale I saw a yellow one listed for $70 and a test press for I think $175, but don't quote me boy. I would never sell this thing.
