I had a folder on my desktop that I used briefly and when I went to delete it, I received the same message. After a couple weeks of this, I gave up. If not, start deleting the contents one by one to find out why it won't delete (make sure you go under Folder Options and make it so you can see system files/files without "known extensions"). If there's something you can't delete, make sure it's not running in the background (either through the startup menu or otherwise). Maybe you could try booting into safe mode and deleting it from there or go old school on it and get up a command line and type deltree c:\FOLDERNAME . Hopefully that takes care of it. It said that it couldn't "lock" on to it, but it said it could help me deal with it and gave me a few options - one being delete, which it did.
