I'm kind of confused on how the SPECIAL perks work. I get that I'm only allowed to level up ones corresponding to the number of points i give each attribute. But should i go in any order leveling them up? Like should i complete one in the top row before moving to the one below it?

Utley ran away from the base and targeted Tejada with the sole intention of breaking up a double play. That is against the rules and a double play should have been called.

It's a visual metaphor that you could take a lot of ways. You could look at it as another example of losing people and moving on. You could look at it as showing how our individual traumas don't end up influencing the future at all (i.e. our suffering is for nothing). Or it could be an unfinished parable or story that they'll return to later in the season that will make it come full circle and relate more directly to the rest of the show.
