Is it possible to smooth out a center label with bubbles in it?

Normally when it bubbles, there is another label underneath it. This happened to me a couple times (and there has always been a 2nd label)

 

Pressed a few hundred thousand records and more often than not, this is the case here.  

Any time I have bothered, the top label tears right off pretty clean and you'd almost never know...

"When you see a label like that, more than likely there are actually 2 labels. You can tear the top one off, and probably won't be able to tell there was ever anything wrong with it. We get a couple of those with every record we press."

Is this by any chance that Saosin S/T? The b side of mine its hugely bubbled. I shall try this method also

This was a copy of the first Ancestors 12" on Youth Attack. The label is almost ready to fall off. I am not really too worried about it at all, just thinking if there is a way to correct this.

This is totally what happened! I was inspecting it closer and I got brave and started to peel away the top layer. I was happy to find there was a perfect label underneath!!!
