Most labels start pre-orders once the record is sent to printers, and all the logistics have been figured out. But it sounds like they took peoples money, than started putting everything together. I totally understand there are delays and what not that will come up but this is just too much. Pre-orders shouldnt go up until they know exactly what is going to be on the album and have all their shit together.
