It's a random drawing. Virgil will compile all the names in here then select names at random and offer each person a chance to buy a share. If they pass, then he'll pick another name and keep going until all the shares are gone.

i think he said if anyone else sold there shares (as in after the raffle, like people who don't like the releases and dip out), he said there would be a waiting list.
