Oh, I figured it out last week and forgot to update my post. Turns out Windows was also prioritizing the on-board NIC over the PCI one, so all I had to do was swap the cables and it worked. Thanks for the help, though!

Mine came today. Solid red and incredibly quiet. I thought something was wrong with the wiring until I cranked the speakers. EDIT - and like everyone else, the last few seconds of The Bastards and all of Devil in my Bloodstream are one hot staticky mess. Blargh.
