It's prob the best pulse rifle in the game, but other things are better. I have the resources to upgrade whatever I want, but if you don't have plenty of exotic shards I don't think I'd do it. Apparently some people are getting on, and you should keep trying until you get through. Depends on your area too. Seems like east coast is having better luck right now.
