I did open the record to check the color so it's not in the exact condition sold. The seller is saying they can only do partial payments as a refund. I don't want to do that, what are my options? How Do I file a claim on paypal and how does that work? it's a significant amount of money which is why I don't want to do payments in case the person just disappears. fish Posted May 23, 2017 Share Posted May 23, 2017 Yeah just open a dispute on paypal for "item not as described". The seller will have to respond and then you can escalate it. At least that is how i recall it working. Paypal should take care of you. They generally side with buyers. Note that, if the seller selects the "return and refund" option, PayPal will require you to return the record and you'll have to pay the return shipping yourself. PayPal doesn't force sellers to pay the return shipping. So, be aware of that and don't get distracted from your original goal by having a meltdown toward PayPal. The good news is PayPal has an opt-in service where they'll cover up to $30 worth of shipping on returns for items you purchased using PayPal.
