Oh wow, hadn't thought about this band in like 13 years. I remember liking that one song that was on Fuse and MTV2 sometimes.

Solved:

For some reason something you guys said kicked it loose. I was trying to think of The Stills - Logic Will Break Your Heart.

Also, upon looking it up on Amazon I had the black background and busy pattern,  but was totally off otherwise in it's visual description.

I listened to a lot of indie rock around this time. Now I want to figure this out. Any additional info? Did it get national airplay or was it a local band?

First thing that came to mind was Bringing Down the Horse by The Wallflowers. More late 90's and not very similar to Interpol or The Shins, but the cover matches your description almost perfectly.

i eat at the slanted door every time i visit norcal (about once a year).  it's in the ferry building.  you can get a table with a nice view of the bay bridge and bay, like this:
