Austin's great except for the fact that it would be really hard to get by without a car there.

Much like Chicago, depends on what part of town you're in. NYC, totally vehicle-free is easy to do.

But specifically between my few visits to Chicago and Austin....totally dependent on what part of town, "downtown" areas of both cities are easily walkable or bikable....moving out of the downtown area you have trains in Chicago versus Austin, but it's also bikable if your regularly cycle (which I definitely do not). They also have a pretty decent ZypCar infrastructure embedded into Austin now as well which could easily make not having a vehicle of your own an easy work around.

My brother lives there and he's close to a pretty major bus line, which still only runs hourly.  I think that in 5-10 years that Austin's public transportation will get there, but I don't feel like a great option  yet.  Riding a bike would be fine except for the heat.  I also think I'm a bit spoiled due to Seattle having overall pretty good transportation and a car definitely isn't a necessity.
