Yeah that's definitely (to me) unacceptable. I'd file the claim. He's had plenty of time to contact you back and rectify things but he obviously has no interest in that.

You have 45 days to file a claim from the time you paid. So I would wait until then and if you still can't get in touch with the person, open a claim.
