Looks like the yellow/blue variant is up now but they have the black vinyl image for the variant. And they also have variant image displayed where the black vinyl is purchased. It's confusing, hopefully they fix it.

why is the test a pic disc?

It's because there's literally seven 7" in there, haha. It can be sort of confusing the way they worded it. It's essentially the album spread across six 7", with a bonus vinyl as well.
Yeah I get that the only problem I have is in their description they say:
Exclusive boxset contains seven 7” LPs

Why are they calling it a 7" LP Boxset? To me it's a little confusing because I've never seen 7 inch records referred to as LPs before. I know it's probably semantics but it seems weird.

7" sewer cap slipmat.
*A slipmat is a circular piece of slippery cloth generally use for disk jockeys to place on the turntable platter instead of the traditional rubber mat. They are also often used as added decoration for turntables

Vinyl looks OK 7" is just floating around inside so be careful when u open it all up and how is the letter "L" missing from the book?!? How did this pass planning? Just seems odd you have this beautiful layout explaining each letter and leave the L off... Vinyl is almost transparent blue and not like the image online
I found this imgur album of the Special book looking for pictures of the box set. http://imgur.com/a/k9keH Can't believe that was overlooked. Also I'm starting to think one of the main reasons this was stretched to 3 LPs was so they could use all 6 vault numbers for the center labels.

Okay, so if these are called "official bootlegs", what's the official part?
They aren't bootlegs, nothing illegal happened since the license to press it was probably bought from Warner. I'm just coming to that conclusion based off Asbestos track record with reissues/releases which have all been legitimate presses with licenses from the likes of Universal and Warner. So to think Asbestos would just start making bootlegs after a couple big releases is kind of silly.
The original issue that was raised(and then misconstrued into "official bootlegs") was that the band said in an interview they weren't involved with the reissue and seemed unhappy about it because they didn't get copies. In the same interview it was also said that Warner gave them the rights/artwork/videos to their follow up record White Crosses but didn't offer to give up anything for this record New Wave.

So I looked through UO's turntables and they have a pro-ject/ Crosley mashup. When did those two start working together?
From as far as I can tell that turntable has been out since sometime in August. Supposedly it is the same as Debut III but now with a wood paneling and a Crosley logo. So it looks like it's Pro-Ject giving them their old model and Crosley sells it at the same price as the Debut Carbon. They also have a Technics looking model for about two hundred dollars too. Weird.

The same account posted this comment before they said the deep web stuff if you look at their past post history:
"Just arrived in the mail, can’t believe I managed to score a copy of this on vinyl. Tay Tay was having a competition on her Instagram, first 500 people to send her a pic of their cat wearing a fake moustache won a prize and this was it. I don’t think I’m even going to open it, might be worth a lot in the future."
