The radiation is still pretty high that close to the structure, so those workers have to be getting hit with at least cancer causing levels. The structure itself is a good idea (so long as it works), for when the plant eventually collapses and releases more toxic radiation into the air. Seems like they're building it elsewhere and then just moving it into place. Then it will be unmanned.
