I visit three different stores in South Jersey near Philly and two of them constantly do and the other (Cherry Hill) doesn't. Also, I was in Cherry Hill yesterday and they had an unwrapped, open copy of Static Prevails they still wanted 34.50 for. How can they even do that?! They even stuck a sticker directly to the jacket with the price. The stores don't decide when an item goes clearance, corporate does. They only mark it or don't mark it. I had been pushing to get those repressed for years. The band just didn't want to do any colored vinyl for anything other than AWKIF which I assume is due to the anniversary of that album which is why HT is the only retailer allowed to carry the splatter version with the bonus tracks.
