To actually answer the OP's questions, which no one actually has yet (previous serious answers were not entirely correct): Using a maker on the UPC is simply a way to make it unscannable. There are many reasons someone may do this: There was a problem with the UPC/it doesn't scan correctly. The store uses it's own UPC system and doesn't want to UPC on the item to be scanned accidentally. The store sets a different price than what the UPC indicates and doesn't want to UPC on the item to be scanned accidentally. The item is not for resale.
